创建海内外华人律师合作网倡议书 

PROPOSAL FOR ESTABLISHMENT 

OF COOPERATIVE NETWORK FOR GLOBAL CHINESE LAWYERS  

各位海内外的律师同仁：

Dear Sir or Madam: 

    您们好！

    在世界经济全球化的今天，交流和合作是当今世界的主旋律。我们北京市东元律师事务所源自中国侨联创办的华联律师事务所。立所以来，我们一直将维护海内外华人及归侨、侨眷的权益作为自己的神圣使命和服务特色；并在中国侨联指导下，广泛结识各国华人律师朋友，拟逐步共同构建一个海内外华人交流合作的网络。为促进海内外华人律师的团结和合作，更好的维护华人华侨在所在国和在中国国内的合法权益，为华人华侨回国和外籍人士到中国投资和进行贸易活动更好的进行法律服务，也为中国公民及企业到国外投资和进行贸易活动更好的进行法律服务，借此次海外华人律师访问我所的契机， 我们发出创建海内外华人律师合作网的倡议，与海外华人律师共同吹响加强各国华人律师交流合作的号角。为此，我们先简要提出初步计划，供大家研讨、确认。

Facing the trend of globalization, communications and cooperation have become the mainstream in legal fields nowadays. We, EastCapital Law Firm, a law firm transformed from Hua Lian Law Firm which was established by All Overseas Chinese Association, have always been regarding safeguarding the interest of overseas and returned Chinese and their relatives as our sacred mission and service principle. Supervised by AOCA, we plan to form a network which serves as a platform for communications and cooperation among all Chinese lawyers worldwide. Aiming to  promote better exchanges of quality legal services among lawyers from different jurisdictions, we take this opportunity to propose the establishment of such network and put forward the following plans and suggestions for your consideration :  

    一、先由发起人商拟合作网的名称、宗旨和方式，设立筹备机构。

1.        founder-members discuss and determine the name, principles, formation means of such cooperative network and set up preparation team. 

    二、建立互联网站，加强合作网成员间的日常联系和业务交流。定期或不定期的组织合作网律师的交流和研讨。

2.        set up a website for such network and strengthen the daily communications and exchanges among members by organizing periodic or non-periodic forums. 

    三、合作网的成员签订多边或双边合作协议，创建不同层次、不同领域的合作模式。

3.        members of cooperative network enter into multilateral or bilateral agreements in order to form effective cooperation means with multi-layer platforms covering various fields. 

    四、依托中国侨联及外事部门的支持，加大推广力度，扩大社会影响，努力将合作网联系到全球的每个角落。

4.        supported by AOCA and foreign affair agencies, strengthen promotion activities and elevate the profile of such network to extend its coverage to every corner of the world. 

    五、在中华全国律师协会及其他会员所在国的律师自治组织的指导下，尊重、遵守各会员国的法律，协作承办具体案件；不断总结合作经验，推广行之有效的合作模式；热心公益法律服务，提高公众认可度，增加组织凝聚力。

5.  supervised and guided by All Chinese Lawyer’s Association and relevant bars or association of other nations, deal with actual cases cooperatively according to laws and regulations of related jurisdictions; actively engage in providing legal aid to the public to raise recognition from the general public. 

    同仁们，2008是不平凡的一年，举世瞩目的29届夏季奥运会即将在北京开幕，熊熊燃烧的奥运圣火正在全球传递。让我们在奥运圣火的感召下行动起来，共同努力，营建一个全球华人律师合作的组织、沟通的网络、交流的平台，为增进海内外华人律师的友谊，促进各国律师事业的共同发展贡献一份力量。

Honorable fellow lawyers, let’s work together to set up such worldwide network for all of us and surely such entity will further promote our friendship and make valuable contribution to our mutual development. Thank you!
